Nah, the only way I can see someone granting themselves rank in martial arts is if you are the soke of a system, and even then the legitimacy of your sokeship depends on your previous training under other legit masters. Carl Cestari for example was soke of the Tekken Ryu Jiu Jitsu system, but he held black belt rank in karate and Judo from Yoshisada Yonezuka who I believe was an Olympic Judo Coach for team USA, also he held an instructor's certificate from Charles Nelson who was a hand to hand combat instructor for the marine corps during WWII and spent the next 50 years after the war teaching source, 2025 ↗

The United States military adopted judo as their first ever official hand hand combat martial art. They adopted it in 1901 and fully implemented it in 1905 and it stayed until 1990/1995 when the United States Army switched over to a more jiu-jitsu approach, United States. Marine Corps kept the judo fundamentals, but renamed it MCMAP. The California highway patrol the Los Angeles, Police Department, the New York State police, the Texas Rangers and all federal law-enforcement entities were trained in judo at some time during the military’s adoption in 1905 and the 1990’s.
