This is silly. Parents who let their kids behave like this don't have money for civil damages. Your kid is gonna have traumatic brain injury from this. The legal system is a joke there. The answer is to leave these cities. Don't live in 1938 Berlin and expect the legal system to fix it. The US is a very inequitable society but there is no denying that if you make good money here, quality of life is very high.
