Well as I can see from the instagram they seems to enforce the GB uniform rule so you might have to buy their equipment to train. I train in Portugal too and it isn't a Gracie Barra gym but they also expect you to pay for graduation so I expect this Gracie Barra school will too. Using YouTube as an example is not a good metric though. There are many more layers to Judo's reach compared to BJJ. I just looked at my Instagram. The IJF has 1.3 million followers and the IBJJF has 726k, but when you include the various other organizations affiliated with the IJF (ex. European Judo Union) the gap grows. There are also large sports clubs and universities that promote and offer Judo too. For example Sporting Lisbon aka Sporting Club de Portugal has 1.3 million followers too. I noticed when I was traveling in Portugal that the scene was still pretty sleepy there, especially outside of Lisbon and Porto. Since surfing, beaches, and BJJ seem to go together, I'd look around the south coast of Portugal, all the way up, see where the surfers need to train. Learning Portuguese is going to be hard, but at least you have a head start speaking Brazilian. source, 2020 ↗

I go to Lisbon often because of the BJJ championship in January, and because Portugal is a great surf destination. Lisbon is one of the most amazing cities in Europe. The people are nice (as long as you don't try to speak Spanish to them, in that case they tend to get pissed, and for good reason!), the architecture is beautiful, the weather is awesome pretty much all year round, the food is great, and if you come from abroad it can be really cheap (at least, definitely cheaper than other European capitals). I'm not really the right person to answer that, I started Judo late and I'm not really involved in the daily grind, competitions or association work... the best I can do is share some ideas, with the caveat that they likely apply to other countries just as well. One thing is that sometimes smaller countries (Portugal has \\~10 million people) always seem to punch above their weight: when they fail to perform nobody notices and when they do then an explanation is sought after.
