I've trained with Prof João Santos of gracielisboa.com and they speak English and have a lot of international visitors. I wasn't charged a mat fee but I think it's €5~10 for colour belts (not black belts) Haven't visited but also heard many good things about Academia Five Elements. They have several locations throughout the city. I used to live and train in Lisbon and still know quite a lot of bjj guys there. The gym I would recommend is the Royce Gracie one (Five elements jiu jitsu is the new name I believe) the coach there is just amazing and the gym isn't lacking source, 2017 ↗
